The problem with project-level CBA in isolation is that it misses portfolio effects entirely. Across enterprise deployments running standardized CBA at scale, several consistent patterns have emerged. First, benefit realization rates cluster around 60-70% of initial projections. This does not mean that all projects underperform; rather, organizations tend to be accurate about which projects will succeed but systematically overestimate the magnitude of benefits. This means the CBA model should not be a static document produced once at the proposal stage but a living artifact that is updated at each milestone with actual costs, revised benefit estimates, and new risk information.

This cultural shift does not happen overnight. It requires executive sponsorship, visible consequences for gaming the process, and genuine recognition for teams whose honest projections, even when modest, prove accurate. Over time, the organization builds a shared language around risk, return, and uncertainty that elevates the quality of every strategic conversation.

Organizations that maintain this discipline over multiple budget cycles develop institutional memory about what kinds of investments succeed, what cost categories are most often underestimated, and what risk factors most frequently derail benefit realization. This knowledge, encoded in calibrated models and historical benchmarks, becomes a competitive advantage that cannot be replicated from a textbook.
